Abstract

The acceleration of digital transformation in the tourism sector demands an active role from Generation Z, the demographic group most adaptable to technology. However, creativity in producing promotional content is often not accompanied by an adequate understanding of digital law (UU ITE) and applicable tourism policies. This lack of understanding has the potential to result in counterproductive or even legally problematic content. This Community Service (PKM) activity aims to equip students of SMAS PAB 8 Saentis, Percut Sei Tuan, to become Smart Tourism Ambassadors who are not only creative but also law-abiding and policy-savvy. The implementation method used a Participatory Action Research (PAR) approach through workshops that included presentations on tourism policy, digital legal literacy, content creation training, and hands-on practice. This activity took place on January 29, 2026. Evaluation results showed a significant increase in partners' understanding, as evidenced by an 85% increase in the average post-test score compared to the pre-test. Participants successfully produced local tourism promotional content that was both aesthetically pleasing and ethical. This program concluded that legal and policy literacy are crucial elements that must be integrated into developing the digital capacity of Generation Z to support sustainable tourism.
